During World War III, the government puts as much of the population as possible in an underground facility in order to protect them from the blasts and dangerous radiation. The citizens are kept under strict surveillance and fed propaganda through their school system. Their lives depend on the results of a yearly test. The top 25th percentile live in luxury, while the bottom 25th percentile are condemned to die. Leia, a member of the top 25th percentile, is spurred to rebellion at the encouragement of her best friend Cade, who helps her to realize repressed misgivings about the way the society operates.
